Executive Summary

Introduction:

Established in 1983, SSMMUSSS Government PG College, Dwarahat,is a State Government college of Uttarakhand. Located in a sub-divisional level town in Almora district of Uttarakhand, at an altitude of about 1500 meters, the college is surrounded by a number of villages and hamlets.

 It is a Co-educational college which was affiliated to Kumaon University, Nainital till 2022.But since the creation of Soban Singh Jeena University in Almora in 2020, the college has come under its aegis. The college offers UG courses in twelve subjects in Humanities and Social Sciences, Science and commerce and P.G in Three subjects of Social Science and from the session 2022-23 it has also started P.G classes in five subjects in Science faculty. The college also works as Research centre for the research scholars registered with the SSJ University, Almora and also offers Distance mode education to the learners via its Study centre of Uttarakhand Open University. The students of the college engage in social activities  and outreach programmes through NSS and NCC. The College has been granted funds under the RUSA scheme of MHRD with 2.0 crores and has completed the first and second phase of work.

Ever since its inception, the college has strived in various ways to overcome its challenges and cater to the needs of the adjoining areas of Dwarahat by innovating, by evolving, and making several structural changes in its functioning, and  has given a new direction and dimension to the higher studies in this region. The college strives for positive influence and impact through education, research and service. Apart from offering basic education to all the students, we also strive to achieve distinction for creativity, innovation and excellence.

The college aims to impart education to learners with the aim of providing them a means to explore and design their career in various fields and also build their confidence. The college is committed to providing a holistic education and aims to help the students to learn and adopt social, cultural and humanitarian values which help in creating an atmosphere of trust, safety and respect in the society.

SWOC

Institutional Strength :

The college is running UG courses in Arts, Commerce and Science streams and P.G in Arts and Science. Ph. D. scholars are also enrolled in various subjects.

The college has the largest student strength of about 1000 amongst all colleges operating in its vicinity with girls constituting above 70% of the total enrolment.

The college has a dedicated, qualified and competent faculty and majority of the teachers are permanent.

The faculty and students share a cordial and courteous relationship.

Benefits of government schemes to the students of deprived class (SC/ST/OBC) provided in a

transparent manner.

Education is also offered via distance mode through the study centre of Uttarakhand Open University.

Well-equipped and fully functionalDistant Classroom Education (EDUSAT) in the college.

Career counselling cell of the college helps students in choosing their career options through counselling and arranging lectures of professionals from diverse fields.

Good infrastructure, well equipped laboratories and central library and computer lab with internet facility.

College fulfils its social commitments via outreach activities under the steering of NSS.

Unit of NCC helps and inspires students to join armed forces and police force.

Emphasis on holistic development, social commitment and environmental consciousness in activities.

Eco friendly campus with rain water harvesting facility.

A body of good practices: emphasis on quality education, disciplined class room teaching, regularattendance, well-conducted examinations, extension and outreachactivities, research publications.

The college also has a well-equipped gymnasium and sports facilities.

An active Internal Quality Assurance Cell (IQAC) plays a central role in the monitoring, augmentation andsustenance of the overall quality of the institution.

Besides teaching, the teaching faculty is engaged in research and extension activities especially in publication of Research Papers,conducting Seminars and Workshops and publication of books.

Constitution of several Committees and cells for decentralised administration.



Institutional Weakness :

Any academic institution while growing, faces many constraints and has to make diligent efforts to meet these challenges and a need arises to overcomeand improve upon them. The college acknowledges its shortcomings and makes ceaseless efforts for achievingexcellence in academics. The areas which need some rethinking and remedial measures include:

The Student: Teacher ratio is much below the prescribed norms. There is still a need to increase the number of teaching posts especially in Arts and Commerce Faculty.

College offers only traditional courses at UG and PG levels. Vocational, Career oriented and skill development courses can be introduced to benefit students from various streams.

Access to modern facilities for the students is limited.

No post has been created for the appointment of Librarian or Assistant Librarian ever since the college came into existence and hence the duties and responsibilities of the librarian are  additionally  carried out by a teacher of other department.

No transportation facility is provided to students. Although they are provided bus passes, they are functional only in the state run transportation which has scanty frequency. As such the students have to rely on private transportation and bear the expenses themselves which is a heavy burden for most of them. It negatively impacts their attendance in college.

Since the college is located in a hilly terrain, there is lack of space for further expansion and accounts for the reason of there being no playground in the college.

Need for more involvement of students in research.

There are only six subjects offered in Arts Faculty since the college was opened. There is scope for opening more subjects. Also the existing departments can be upgraded with P.G courses which will also pave the way for the enrolment of more Research scholars.

The College being affiliated with S.S.J University, Almorais bound to follow the curriculum devised bythe University and therefore does not allow for flexibility in curriculum design and delivery.

There is a need to initiate exchange programmes and collaborations with other universities and institutions both at the national and international level.

There is a need to encourage innovations and patents.



Institutional Opportunity :

Highly qualified, efficient and committed faculty members who are capable of organizing and conducting highquality seminars, workshops, conferences is an added opportunity to further partner with eminent institutionboth nationally and internationally, to carry out certificate programmes, add-on courses, etc. This will providethe scope to create more teaching-learning material and contribute to the various fields of education.

With the recent employment trends that require a more skilled workforce, the college can initiate professionaland job-oriented courses that meet the current needs of the society.

The faculty members  ofthe college are qualified enough to substantiallyexpand its educational and research activities by incorporating innovative changes and adopt  newpractices in teaching-learning-evaluation, library resources, laboratory resources usingnew technologies.

Keeping in view its geographical location, the college can start courses on various subjects which explore and encash its unique resources like eco-tourism, wildlife photography, disaster management, Himalayanflora and fauna etc.

The institute can serve not only as a centre of quality higher education but also aid in the developmentof the surrounding rural community through partnership/collaborative programs.

Seminars, symposia and workshops of national and international importance especially on fragileecosystems of Himalayan and mountain ecosystem can be organized which will spread awareness abouthow to maintain the integrity of the Himalayan ecosystem.



Institutional Challenge :

The College is located in  asemi rural area and the enrolled  students  come from the remote villages located in the vicinity of Dwarahat and some of them even have to come from 15-20 kms away which hampers their attendance and performance.

The students are from the weaker socio-economic and rural background.

The development of the college is restricted due to the dependency on the State Government policies.

Lack of autonomy at administrative and academic level.

The admission and examinations are controlled by S.S.J University, Almora. Therefore, the college has no autonomy to make changes which are conducive to its particular needs.

There is always a paucity of State grants and funds for academic and administrative purposes.

The college caters to a large number of students who hail from the marginalized sections of society, many of whomare first generation learners. The challenge of meeting their day-to-day educational and personal needs is anurgent and immediate need.

The initiation of any new academic programme requires a long and complicated procedure for gettingpermissions from multiple authorities which often delays the process.

Short term and Vocational courses are self-financed which makes it difficult to run them smoothly.

It is challenging to run quality academic programs with existing teaching and administrative staff due to StateGovernment’s policy regarding the recruitments.


Criteria wise Summary

Curricular Aspects :

The college is an affiliated institute of SSJ University, Almora, so it has to adhere to the guidelines and framework of the curricula chalked out by the Board of studies, constituted by the parent university. But the senior teachers of the college are and have been a member of the University Board of Studies and Academic Council.

The College prepares its own academic calendar according to the university schedule and adheres to it to ensure proper and effective functioning. Individualdepartments prepare an action plan which includes teaching plan and extra-curricular activitiesschedule. The time table committee and the respective teachers in charge, work in a coordinated manner, ensuring a balanced distribution of tutorials and lectures in the bestinterest of the students. All departments develop the action plans to finish the syllabus within the time availableduring the session.

The pedagogy includes use of ICT tools, assignments, projects, presentations, tests and seminars, group discussions. The Departments ensure effective curriculum delivery through invited talks, lectures, workshops, field work.

The collegecollects feedback from all the stakeholders. The results are analysed shared with each Department and concerned individuals for prompt action. The IQAC makes efforts to bring about improvements according to the feedback recommendations

The institute has established a sexual harassment redressal cell, to sensitize the students and employees on gender issues.

The curriculum offers space for integrating cross-cutting issues relevant to gender, environment and sustainability, human values and professional ethics.

The college undertakes various activities through the units of NSS and NCC to involve the students in social initiatives and outreach activities. Activities like tree plantation, poster exhibition, blood donation camps, rallies and other programs for social awareness are organized under the banner of the NSS.



Teaching-learning and Evaluation :

Admission at the UG & PG level is done on merit basis; as per the University rules. The college abides by the reservation rules of the Uttarakhand Government in the admission process and  follows a very transparent student admission process. All the important information related to admission is provided in the admission-brochure and displayed on the notice board.

The College follows student-centric teaching-learning pedagogy. Continuous class-wise evaluation is done through internal assessment, class tests etc and the diverse learning requirements of the students are identified. Measures are taken by the college to provide adequate and specific learning opportunities for slow and advanced learners. Tutorial classes are conducted to help the slow learners. The Departments of the college also organize different academic and non-academic activities to expedite the learning process of the students.

The teaching effectiveness is enhanced by application of ICT tools for the purpose of incorporating audio visual sources in dissemination of information like Smart class room, ppt presentations, seminars, project work and E- learning resources. Student-centric learning methods such as experiential learning, participative learning, problem-solving methods are implemented.

Planning, preparation and adherence to academic calendar, including scheduling of examinations and curricular and co-curricular events are systematically done and monitored through review meetings.

All students are encouraged to participate in inter-college competitions to optimize their potential. Students are given multiple opportunities to succeed.

 There is also a strong online feedback system in place, which is critically analysed and addressed, to ensure quality enhancement.

Teachers hone the capabilities of the students by mentoring them and encourage them to realize their maximum potential.

The examination related grievances are dealt effectively and quick communication of grievances to the University for their redressal is done by examination cell which acts as a bridge between the University and the student.

To strengthen students’ domain knowledge further, guest lectures, workshops, conferences etc. are organized by the professional bodies of respective programmes.



Research, Innovations and Extension :

The college encourages the teachers to engage in research and extension activities.  About 50% teachers are approved as research guides and are actively engaged in research activities. Besides supervising Research scholars for pursuing Ph.D programme , the teachers are actively involved in research and publication work. About 39 papers have been published in various UGC care listed and refereed journals during the last five years. 14 papers have been published as book chapters during this period.Six Seminars/Webinars/ Conferences have been organisedin the last five years in the college. Workshops for the students have been organised in collaboration with other institutions. Career Counselling Cell is also actively engaged in the conduct of different job oriented workshops and lectures.The students are also engaged in different neighbourhood activities related to Swacchh Bharat, Blood donation, Environmental Awareness etc. NSS and  NCC are engaged in the different social activities to make local community engaged and aware.



Infrastructure and Learning Resources :

The college acknowledges the significance of the infrastructural requirements for teaching and learning and hence, takes initiatives in expansion, maintenance and development of the infrastructural facilities.

 There is adequate availability of physical facilities for teaching and learning. The college comprises of a Conference Hall, library, Reading room, Computer Lab with internet facility, EDUSAT and ICT enabled classroom. Internet facility is accessible to faculty and students.Laboratories of practical subjects are well equipped and PG lab for Botany and Chemistry is under construction under the RUSA grant.

The physical facilities available for Sports include Sports-Office, an open Badminton and Volleyball court and a well-equipped gymnasium.

The library is equipped with e-granthalaya and N-list membership. It has above 20,000 books.  It also has a computer, printer and photocopier.

Electrification, Water supply system is regularly monitored and maintained and CCTV cameras are installed for monitoring.

 The newly constructed building under RUSA  Project also has a rain harvesting system.



Student Support and Progression :

The college aims to provide all kinds of support to the students. The Scholarship to SC, ST & economically weaker sections is sanctioned by the Dept of Social Welfare, Government of Uttarakhand. The college makes provisions that the students of SC, ST and OBC Category avail these scholarships. At the time of admissions additional reservation is provided to EWS students.

The college has an active Career Counselling Cell which is engaged inconducting different career-oriented workshops and lectures, Seminars, motivational Talks, Guest-Lectures on interpersonal skills.

The College facilitates a gender-sensitive and congenial campus-environment.There is a Women’s Cell that looks after the women -related grievances and helps preventing incidents of abuse or sexual harassment. The new entrants have to fill an Anti-Ragging Form duly signed by their Guardians. There is an Anti- Drug Committee which ascertains a healthy and intoxication-free environment in and around campus.

All the Departments organize various co-curricular, cultural and sports activitiesto ensure the holistic development of the students. National, State and local level seminars and webinars provide sufficient exposure to students in their area of study. The college magazine provides a platform to the students for the much-required expression and articulation.

The College has a student Union that is elected through democratic Voting System. The elected members of the Student union coordinate in the proper organization of College Annual Day and all other events within the campus. The Alumni gather socially from time to time to provide logistic support and extend their full cooperation to the college.



Governance, Leadership and Management :

The governance of the college ensures the achievement of the Vision and Mission of the college.The college practices decentralization and participative management through College Development Committee, IQAC and various committees for administration and welfare of the students. The decentralized functioning ensures efficient operation and execution of all activities and duties.Different committees are formed to carry out the administrative and academic procedures. The Principal reviews and monitors the functioning of the committees on a regular basis.

The college is a Government College affiliated to SSJ Universityand follows the policies, appointment and service rules laid down by the State Government of Uttarakhand. The procedures directed by the affiliating University are followed.

 The Accounts of the college are audited by the committee formed by Controller and Auditor General.

The welfare measures taken by Government of Uttarakhand are applicable on the employees of the college and appraisal of the employees is done by the Head of the institution and further approved by the Director, Higher Education, and Uttarakhand. The confidential reports are then made available on the IFMS portal, which can be accessed by the employee through his account on the portal.

 IQAC is actively involved in quality enhancement of the college. It conducts meetings regularly and ensures quality initiatives in the form of feedback system, effective admission process, conduct of seminars and workshops etc.



Institutional Values and Best Practices :

This includes all activities in the campus for overall holistic and sustainable development of the college along with the academic excellence. As per the NAAC guidelines and Vision Mission statement of institute desired values are inculcated in all stake holders in general and students in particular.

The college has taken special steps for addressing problems pertaining to women such as establishment of an Internal Cell as per the guidelines of the National Women commission. There is a separate common room for girls inside the campus. There is an emphasis on equal participation of both boys and girls in each and every activity

Institution provides an inclusive environment for everyone with tolerance and harmony towards cultural, regional, linguistic, communal socio-economic and other diversities. The institution has sensitized students and employees to the constitutional obligations: Values, Rights, Duties and responsibilities of the citizens.

Voters’ Day, Environment Day, International Yoga Day, Hindi Week, International AIDS Awareness Day and Constitution Day is observed to sensitize staff and students about their right, duties responsibilities and values. Blood Donation camps are organised regularly by NSS and NCC wings.

The college has adopted a village and organises various awareness programmes for its development.

Rain water harvesting facility has been constructed.

1. Multidisciplinary/interdisciplinary:Multidisciplinary approach is a method of curriculum integration that highlights the diverse perspectives that different disciplines can bring to illustrate a theme, subject or issue. In a multidisciplinary curriculum, multiple disciplines are used to study the same topic. NEP aims at promoting the exclusive potential of students through a holistic multidisciplinary or interdisciplinary mode. As the college is affiliated to SSJ University, the curriculum designed by the University was implemented. But from the session 2022-23 NEP has been implemented. The college is well-equipped to implement NEP regulations in its curriculum. The teaching learning pedagogy adopted in this institution ensures amalgamation of intellectual, scientific, emotional, social and cultural development among its students. Apart from the regular courses, all the students at graduation level have to study a compulsory paper on environmental studies. Various seminars/ workshops/ training programs have been introduced which enables the integration of humanities and science streams Social service activities mediated by NSS, NCC and relevant clubs and committees in the college play a pivotal role in sensitizing students towards environmental, social and health issues. The institution is looking forward to offer a multidisciplinary flexible curriculum that enables multiple entry and exits
2. Academic bank of credits (ABC):As the syllabus for all courses is designed by the affiliating university, the Credits per course is given/ decided by the University Board of Studies which is implemented by each of the affiliating college. As the college has implemented NEP from session 2022-23,the process of registering for Academic Bank of Credits has started.
3. Skill development:The multidisciplinary/ interdisciplinary education can provide opportunities of various field of study and learning of skills. It helps in developing critical thinking skills as students look across disciplinary boundaries to consider other viewpoints and also begin to compare and contrast concepts across subject areas. Introduction of Skill based programmes that can increase their employability in various industries can be initiated keeping in view the demand of the students. The college looks forward to organizing training workshops for skill-based courses. At present we have completed the process for implementation of two skill based certificate courses- Web Designing and Eco-Tourism. The file for the above mentioned course has completed all formalities and at present is with the Governor of the state for his approval. The college is also looking forward to collaborations and signing MOUs with other institutions and industries for the implementation of skill based courses.
4. Appropriate integration of Indian Knowledge system (teaching in Indian Language, culture, using online course):Teaching in Indian Language can rejuvenate the Indian languages, Arts and Culture. It can relocate India at the distinct place that India holds at the global stage. Focus on cultural developments, civilizational values, arts, culture and literature can be attained by integrating technology with learning. An access to relatable, relevant online courses, workshops, conferences, webinars can prove to be effective for the students. Promotion of regional literature and prominent languages of Uttarakhand can help in better expression and understanding amongst students.The college has a strategy to integrate Indian knowledge system, Indian languages and culture. In BA Final year syllabus of Hindi Literature, papers on “Kumauni Bhasha” Uttarakhand ka Hindi Sahitya” are implemented. “Hindi Week” is celebrated every year starting from 14th September. The college celebrates all cultural programs, events, ceremonies days and festivals. Indian arts, traditions and culture are also taught in history. Traditional Kumauni festival “Harela” is celebrated every year on 16th July, celebrating greenery. Massive afforestation drive is held on the day in and around college campus. Yoga Day is also celebrated as an act of reverence towards Indian culture. The promotion of Indian languages, arts and traditions is also facilitated through competitions organized by different Departments. Competitions such as essay writing, poetry, speech competition, folk song, folk dance and skit encourage students to stay connected with their rich Indian culture and heritage.
5. Focus on Outcome based education (OBE):Outcome-Based Education (OBE) is a pedagogical model that entails the restructuring of curriculum, pedagogy and assessment practices to reflect the achievement of high-order learning, as opposed to a mere accumulation of course credits. While the traditional education system focuses on what is taught, OBE places emphasis on what is learned, which is a student-centric During the student induction program, the students are given an orientation on Outcome Based Education paradigm; and the Program Outcomes are explained to the students. The curriculum clearly states Program Outcomes (PO), Program Specific Outcomes (PSO) and Course Outcomes (CO) and the vision and mission of college incorporates it. Every faculty explains the course outcomes of each course before the commencement of the same.
6. Distance education/online education:For providing quality multidisciplinary education, seeking online study-materials, introducing the students to learning portals, SWAYAM courses, ePGPathshala, e-libraries would remain a priority of the institution. The EDUSAT that is being accessed by the students inside the campus itself is an important platform for distance learning. The faculty members are course-coordinators of Uttarakhand Open University. The institute already have smart classroom to offer online teaching, after covid-19. During the pandemic, most of the classes were conducted online and faculty members and students have gained experience on working with digital tools such as interactive boards, Google Tools, YouTube to develop and deliver e-content, short videos, interactive power point presentations and other online content. For online classes, teachers use online platforms like google meet, zoom and you-tube links. With offline classes being pursued at present, the faculty and students at the institute are looking forward towards blended learning as it integrates the learning experience with a humane aspect. Therefore, the students can gain from the benefit of online teaching along with face-to-face interaction with tutor and fellow pupils.

Institutional Initiatives for Electoral Literacy

1. Whether Electoral Literacy Club (ELC) has been set up in the College?Yes there is a Electoral Literacy Club in the college which functions under the banner of SVEEP campaigns of the Government initiative.
2. Whether students’ co-ordinator and co-ordinating faculty members are appointed by the College and whether the ELCs are functional? Whether the ELCs are representative in character?SVEEP has two Nodal officers who are appointed by the Principal from the teaching faculty, who are entrusted with carrying out all initiatives and campaigns for voters awareness. There are two students who are appointed as campus ambassadors for assisting in the awareness initiatives.
3. What innovative programmes and initiatives undertaken by the ELCs? These may include voluntary contribution by the students in electoral processes-participation in voter registration of students and communities where they come from, assisting district election administration in conduct of poll, voter awareness campaigns, promotion of ethical voting, enhancing participation of the under privileged sections of society especially transgender, commercial sex workers, disabled persons, senior citizens, etc. The ELC or SVEEP committee holds lectures/ seminars for the young voters of the college to create awareness about their rights and duties and the importance of the electoral process, the importance ethical voting. The college also organizes camps in collaboration with local administration for the students who are the first time voters and whose names are yet to be added to the voters list.

SSMMUSSS Govt. PG College, Dwarahat is a fully aided college of the Uttarakhand Government established in 1983. The college was affiliated to affiliated to Kumaon University, Nainital till the session 2019-20, but with the formation of SSJ University ,Almora in 2020, the college has since been affiliated to it. The college strictly follows university prescribed curriculumand the college has to adhere to the guidelines and framework of the curricula prescribed by the university.

The college had semester system for both UG and PG classes till 2018-19, but from session 2019-20 , it had to follow annual system of examinations for UG and semester system for PG courses.

Planned Process :

During the commencement of the academic year, the HODs along with principal, conduct a meeting and discuss teaching & learning activities.

 Academic calendar is prepared in advance in accordance with the schedule of the university to fulfill the objectives of the curriculum delivery. Thereafter each department formulates its own action and teaching plan.

Orientation/induction program is scheduled in the first week of the beginning of the new session for the fresh batch of students

. Time – table committee prepares a master time-table at the college level thereafter each departments prepares their time-table reflecting the theory classes, laboratory classes extra classes, tutorial, mentor-mentee activity and individual faculty for the said classes for all programs.

 Periodically class tests/ internal assessments are conducted throughout the semester/year. Progress of the syllabus coverage and curriculum delivery are reviewed from time to time.

 The examination results are reviewed to identify areas of improvement and weaker students are marked as slow learners. Apart from regular classes tutorials or extra classes are taken for enhancing the knowledge of students.

Through focused interactions and guidance offered by the teachers, students are able to have their academic and other issues suitably addressed.

In addition to traditional classroom teaching, faculty members also use various ICT tools and other innovative teaching strategies including online teaching through student – conductive platform like Whatsapp, Zoom, Google meet etc. In each department for slow learners, extra class, inaccessible materials like notes, books are provided

Feedbacks from students on curriculum and on other parameters are regularly collected and analyzed to strengthen the future curriculum development. In our college, education is a dialogic process, and it is the robust feedback system that gives it this accountability. Feedback is collected from students, teachers, alumni, parents, and other stakeholders  to  give the college their evaluations and suggestions

Departments of the college have planned and implemented the programs to promote general and conveyable skills among the students through use of modern aids like LCD projectors, Debates, student presentations, Class room seminars, Quiz Competitions, and Chart/Poster presentation, etc. Throughout the Academic session, the IQAC ensures effective and coordinated curriculum delivery by reviewing reports from concerned committees during its routine meetings.

1.3 Curriculum Enrichment
1.3.1 Institution integrates crosscutting issues relevant to Professional Ethics, Gender, Human Values, Environment and Sustainability into the Curriculum

The College is affiliated to SSJ University, Almora and adheres to the curriculum prepared by the expert body consisting of teachers from various colleges. The members ensure that the issues of gender, environment sustainability, human values and professional ethics also get equal representation in the curriculum.

 Most of the programs have these issues addressed in their syllabi. The B.A/M.A Humanities curriculum includes various issues on women empowerment, sustainable development, human values like justice, equality, liberty and rights, caste issues, rights and duties, social responsibility, child rights etc.

The B.Sc. Program deal with issues of environment, global warming, afforestation, flora and fauna, pollution and sustainability, ecology of various habitats, mineral cycle, environment impact assessment and sustainable developments etc. 

The B.Com. program includes topics on the business/professional ethics, and moral values and moral business practices etc. The college regularly tries to integrate these cross-cutting issues to the curriculum by organizing seminars/workshops/webinars on gender equality, environment, human values and professional ethics. 

The issue of Environment and Sustainability is covered as a Special Compulsory course on 'Environment Science', conducted in the IVth Semester/2nd year for all graduate courses. This is a compulsory but qualifying course, for which the syllabus is designed by the Kumaon University. 

The system of rain-water harvesting has been made under the RUSA Phase I scheme.

 Human Values are promoted through celebration of different Days like, National Integration Day, Human Rights Day, Vijay Diwas etc., which encourages the sense of Unity, Patriotism, Integration and brotherhood among the students. Community Programs are carried out in the form of ‘Adoption of Village’ by the NSS unit of the college.

The NSS unit, NCC unit of the college strives to establish a bond with the community at large through awareness rallies on current social issues. Departmental Council of each department organizes many activities related to these issues.

Efforts are made to provide application based learning. The experiential learning is provided to the students by giving them firstly, concrete experiences, like, Field surveys or visits, mostly designs of the practicals are planned by discussing with students, secondly, by doing reflective observation of the task done/assignments and classroom teacher-student discussions focussing upon enriching the students’ learning experiences. The results are discussed in reference to the underlying concept. The students are then encouraged to develop the design their dissertation/ practical.Experimental learning creates laboratory awareness, handling of instruments, glass wares and chemicals. The dissection process in biology practical is explained through ICT methods. UG students of Botany are taken on a field visit/ survey in the nearby forests for the identification of plants.

 Students are exposed to information and diversity of ideas with the helpofworkshops/seminars/expert lectures and conferences conducted in the college to develop critical thinking, creativity and scientific temper.

The ICT enabled classes help the students in developing an insight in the conceptual foundation of their specific programs through audio visual learning.The college also has EDUSAT system through which the students can learn from the lectures given by the teachers from other colleges/Institutions.The schedule of lectures is sent from the Dehradun Office and the same is circulated among the departments. The respective departmental students attend the lectures for the assigned topic at the EDUSAT room.

Assignments:- Students are assigned course related topics to work on. This helps them to unearth various learning sources and cultivate analytical and reasoning capabilities.

Classroom Presentation: - Before the submission of assignments students are asked to make presentations in front of fellow students and the subject teachers and share their understanding towards their subject and alsoanswer  the related questions.

 Quiz and Debates:- Time to time debate, quiz, essay writing competitions, seminar are held on the relevant topics which are helpful for all round development of students.

Engaging students in community based activities and service: With the help of NSS and NCC volunteers, Swatch Bharat Mission, Traffic Awareness, AIDS awareness campaign, planting of trees, Benefits of Yoga, voting awareness rallies and many more awareness programs are organised.

2.5.1 Mechanism of internal/ external assessment is transparent and the grievance redressal system is time- bound and efficient

The institution follows a CentralizedContinuous Internal Evaluation System.The internal assessments comprise of tests,MCQs, assignments, classroom presentation, viva-voce, etc. The breakup of Internal Assessment as prescribed by the University is as follows: 10 % through Class Tests and Tutorials; 10% through Assignments, Projects and Presentations; 5% through Attendance.

 In annual mode, the assignments, revision tests and practice questions are given to the students before their final exam.

Teachers ensure that the students are aware of the Internal Assessment Evaluation Criteria. It is discussed with them in detail to enhance transparency and rigor with a view to focus on individual and original work.

Assignments and tests are regularly conducted and students are given multiple opportunities to improve their performance.

The introduction of any other academic activity in the internal assessment can be done by the respective departments. This is done after a general discussion by the teachers on the issue in the department and the permission of the head  of the department. This allows, firstly, in tapping the strengths of the students and promotes more academic exposure, secondly, maintains variety in internal assessment and finally, helps the students in scoring marks after thorough evaluation.

The students are allowed to discuss their assignments with their respective teachers even after their classes.

 The marks of the internal evaluation are shown to the students for maintaining transparency. The performance of the students is also discussed by the respective course teacher.

The college is an affiliated college, hence, the examination cell acts as a bridge between the student and the University.

 The grievances of the students are immediately dealt with either directly by the cell itself or, whenever required, concerned authorities in the University are immediately contacted.

 Examination related information like all the important dates and the notices of the examinations are displayed at the college notice board, displayed on the college website and disseminated on whatsapp groups.

 Any information related to the examination process which is available in the examination cell can be readily obtained by the student after contacting the respective teachers handling the process in examination cell.  A majority of examination related grievances are sorted out by the examination committee at its own level and few of the grievances which require to be addressed by the  universityare being immediately sent to the person concerned in university with necessary documents by mail.Examination also tracks the action taken on the grievance by the University.The information is gathered and then communicated to the student.

AFTER TAKING ADMISSION: The students are communicated about the POs, PSOs and COs which orients them with the effectiveness of syllabi.

 The POs, PSOs and COs are displayed in the departmental bulletin boards for the teachers and students of that particular department to refer.

 At graduation level, when a common induction meeting is conducted then the in charges of all the departments inform the students about the PSOs and COs of their respective specific programmes.

At post graduation level, the induction meeting is at departmental level. Students contact their respective departments and during the induction the faculty of the department communicates the PO’s, PSO’s and CO’s

The evaluation of the attainment of the programme and course outcomes is done on various levels. During classroom teaching theattainment of POs, PSOs  and COsare evaluated by the responses given by the students  in the class.The creativity, promptness and punctuality is taken in due consideration in academic tasks assigned to the students.

The academic achievement evaluation is done through internal and external examination results which are taken as reflective of attainment of programme outcomes and course outcomes.

The internal evaluation comprises of written tests, assignments and presentations. The obtained results are recorded and taken as the students’ achievement of PO’S, PSO’s and CO’s which are communicated to the student also.

The performance of the college students is also reflected after the declaration of the University Merit list.

The POs can be evaluated by the number of students getting selected in various institutions for higher or specialization studies and getting jobs after the course.The departments keep a record of all the results of Under-graduation and Post-graduation classes. 3.4 Extension Activities
3.4.1 Extension activities are carried out in the neighborhood community, sensitizing students to social issues, for their holistic development, and impact thereof during the last five years.

The Extension Activities aim at shaping students into responsible citizens by  developing amongst them a sense of participation in nation building through Social work. This deepens understanding of the social environment and enriches their personality through actual participation in day-to-day activities of the society.

There is one unit of NCC and NSS in our college.The NSS and NCC  indulges in a wide range of activities, which includes the regular activities and the special camping program. Regular activities include- Blood Donation Camps. Cleanliness drive in and around the campus, observance of Important days & National Festivals, organization of Rallies for creating awareness amongst common mass mostly regarding environment protection, discouraging the use of Plastic, Cleaning the Rivers, Gender-matters, HIVAIDS Awareness, etc. Organizing various cultural activities aiming at personality development of students.

Every year college selects a village in the vicinity to organize a camp for seven days where mental and physical activities are carried out for volunteers; in these activities volunteers did Cleanliness Programs, Village Survey, Tree Plantation, Water Conservation,hygiene education, anti-plastic campaign and environment conservation.

 During the height of Pandemic Covid-19, the NCC cadets participated in awareness- drives in coordination with the district administration following the instructions as received by them.

 Other activities include the observance of World AIDS Day, Swachh Bharat, International Women’s Day, Environment Day, International Child Right’s Day, World Yoga Day.These extension activities help in developing an awareness and knowledge of social realities to have concern for the well being of the community and engage in creative and constructive social work. It provides rich and meaningful educational experience to the students.

The college has adequate infrastructure, physical facilities and it takes systematic steps for up-gradation of learning resources and infrastructure development.

The college offers UG courses in Humanities, Science and Commerce Faculties and PG in three departments of Arts Faculty. In the current session of 2022-23 the college has got approval for M.Sc and is offering PG  courses in all five subjects of science faculty. There are separate buildings for all three faculties having classrooms and labs. A new PG lab has been constructed for Chemistry and Botany Departments under the RUSA grant.

There is a well-managed and maintained Seminar Hall for academic activities like seminars, conferences, symposiums, workshop with a seating capacity of around 100.

The library in college is well equipped with around 20,000 books adequately supported by reading room for the convenience of students. The library also has a computer, printer and photocopier.

There is a computer lab with internet and xerox facility for the teachers and students.

Faculty members can avail audio-visual aids like Over- head projectors, Charts, Power point presentation in the teaching process for the benefit of students.

 The Science Block has 04 classrooms with a total of 4 updated laboratories for Physics Botany, Zoology, and Chemistry departments.

 The Arts Block has 5UG Classrooms and separate Offices-Cum 03PG classrooms for all PG Departments. The Commerce Block has 4 classrooms.

There is separate hall for EDUSAT and there is also a well-equipped gymnasium for the students.

The Uttarakhand Open University study centre has been allotted two separate rooms for functioning.

 Provision of fresh drinking water (3 water coolers) is available for students in the campus.

There is also a Girls Common Room for female students.

 Repairing and maintenance of furniture, equipments computers etc is monitored by the Principal’s office. The maintenance of equipment/ instruments is done through annual grants received from the state government and other related funds in the college.

The college is governed under the headship of the Principal appointed by the Department of Higher Education, Uttarakhand Government. The Principal decentralizes the governance of the different administrative activities by forming different committees headed by a Senior teacher and two-three teachers as its members. These committees are formed annually at the beginning of the Academic year. The Convenor of the respective Committees conducts meeting with the members of the committee and chalks out the Plan of action. The college has separate office for Proctor, Sports, Examination, Election, IQAC and RUSA. The Principal takes timely reviews of the functioning of the committees and resolves grievances, if any. Perspective plan of the institute is prepared by the management, CDC and IQAC. While preparing plan the priority is given to vision and mission statements. In IQAC and CDC teachers are given proper representation Teachers very actively participate and contribute in decision making. Teachers participate actively in various committees and play a vital role in decision making. While finalizing strategic planning of the institute, all committees are taken into consideration.  The Administrative staff looks into the different works and the college has a Senior Administrative Officer, Steno and other non- teaching staff. The students also form a part in the different committees such as Sports, Election, RUSA, Departmental Councils, IQAC, Grievance Redressal Cell etc. which further makes the governance more transparent.

A CASE STUDY OF EXAMINATION CELL: The efficient conduction of examinations involves decentralization and participative management. The examination committee also works upon the redressal of examination related grievances of the students. The following steps are involved in the conduction of exams:

Step 1:The exam cell receives information about the dates of filling the forms. This information is disseminated to the college students with the coordination between the office and departments.

 Step 2:  The exam cell assesses the per exam strength of students for sitting arrangements with the help of non teaching staff. The roll lists are made and the room invigilation duties are assigned to the teachers.

 Step3: The exams papers are received from the University with the maintenance of confidentiality and opened on the day of examination

 Step4: The smooth conduction of examination is done by coordination between the examination cell and the teaching and non teaching staff

Step5: The teaching and non teachingstaff  coordinates in submission of examination copies in the examination control room immediately after the exam and  helps in sealing those answer sheets before dispatching them to the University.

Step6: Receiving the results/ marksheets : The results are declared online on the University website and the hardcopy is sent to the respective colleges by the University.

Response: The institute is a state government college, hence, the welfare provisions for teaching and non-teaching staff are established by the government. The staff of the college is provided with the following provisions:

1) Earn Leave: The teaching staff gets 1 day of earned leave and non teaching staff gets 31 days of earned leave in a calendar year.

2) Medical Leave: On producing a medical certificate staff member can get 365 days of medical leave in complete service period. Extra 3 months of leave can be given after the verification by medical board.

Response: The purchases in the college are done according to the government rules. Till 50000/- the fund is utilized as per market survey, after 50000-2 lacs college invites quotations and above 2lacs college invites open tender for proper utilization of funds. For large amount purchases quotations are invited and passed through the purchase committee. The bills are produced in the finance department. Internal audits are conducted for which the bills are duly submitted. The annual physical verification involves the verification of consumable and non-consumable stocks.

The funds are received under different heads like salary, dearness allowance (DA), transfer travel allowance, travelling allowance, office expenditures, electricity, expenditure on furniture, maintenance of equipments and IT facilities etc. are utilized and accordingly, the budget for the next session is made.

During the session of 2019-21, the college was sanctioned a grant of 1.98 Lakhs under RUSA for the construction of PG labs for chemistry and Botany,renovation of departments, classrooms and toilet blocks along with the purchase of books and equipments under New Facilities. The issue of gender equity and sensitization is integrated in the curricular and co-curricular activities of the college both at UG and PG level. Across all types of Courses there are units in the syllabus based on Gender Sensitization through which students are made aware of gender equity, laws pertaining to gender rights, intersection of gender, caste, class and religion.

In the curricular activities, students are further sensitized towards these issues by integrating their academic learning with the current day to day socio-political cultural scenario.As part of its co-curricular activities, the college organizes several programs on Gender sensitization such as debate/speech/ poster/ quiz competitions, staging of plays etc.

About 72% women students are enrolled in the college and 50% staff are women. According to government of Uttarakhand order 30% reservation for girl’s students has been implemented.

Teachers day: On 5th September, we celebrate Dr. Radhakrishnan’s birthday as Teacher’s Day with great fervour. The students organize a programme for the teachers and the Guru-Shishya parampara is celebrated.

 International Women’s Day is celebrated on the 8th of March every year in the college.

 National Youth Day (12 January) is celebrated to commemorate the birthday of Swami Vivekanand, an ideal for young generation.

 Netaji Subhash Jayanti (23 January): is observed to remember Netaji’s great sacrifice for the nation. Republic Day (26 January)is celebrated in the college regularly with great zeal. On this day awards are given to students for academic and cultural achievements, after the beautiful parade by NCC students of the college.

 National Science Day (28 February) is celebrated enthusiastically by the Science faculty to highlight the contribution of scientists in the development of the nation.

 International Women Day (8 March)-is celebrated regularly by inviting eminent women for gender sensitization and by performing plays/skits etc. by students.

International Yoga Day (21 June) is celebrated regularly in the college which motivates the students to  keep fit.

Harela (16 July): Harela (Greenery) festival is celebrated by sapling plants in the college and its vicinity.

Independence Day (15 August): The Independence Day is celebrated annually on August 15. On this day after the hoisting of National Flag the students present patriotic songs and speeches. All the teachers, staff members and students along with some employees of government departments participate in the function.

Gandhi Jayanti (2 October): Various programs are organized on this occasion like cleaning of college campus and the departments by the employees.

Efforts have been made by the institution in providing an inclusive environment which promotes harmony and tolerance among the students. Student enrollment is unbiased and transparent. Moreover, the institution provides equal opportunities to the students in various activities, irrespective of their caste, creed, religion, language, culture and region. NSS unit is established to inculcate a sense of unity, discipline and harmony, which is quite significant. Various cultures are represented during the various celebrations and cultural programmes conducted in the college which depict the sense of respect towards all the cultures. Title of the Practice: Community Engagement Extension activities by NSS,NCC and SVEEP, Ek Bharat Shreshtha Bharat campaigns and Unnat Bharat Abhiyan.

Blood Donation, Voter Awareness Program , Community Awareness programs

The Context: The community – based learning combines traditional classroom instruction with community service to enhance the learning of the students and civic participation. The college focus for community improvement and engagement connects academic program with community service so that students, faculty and community partners can forge link between theory and practice, between knowledge and action and between the resources of institution and the community development.

 Objectives of the practice: The objective of the practice is to engage the students and the faculty members to create closer ties with college and the local community through NSS/NCC which will result in deepening the quality of learning and discovery. Higher Education institutions are the centers for new voters. It is important that the students understand the importance of casting their votes in the elections. The voter awareness program aim at engaging the students in different activities such as Rallies, signature campaigns, street dramas, etc., which help in creating awareness about the responsibility of casting vote among the general public and themselves. The final aim is to create awareness among Public and make people responsive.

The Practice: SSMMUSSS Govt. PG College, Dwarahat has a very active NSS, NCC and SVEEP campaigns. Throughout the year the faculty members and the students associated with these wings engage themselves in different activities related to community engagement. These activities emphasise on development of social responsibility among the young citizens of the country. The students organize activities like rallies, gender sensitization, women`s education,  tree plantation, cleanliness programs, awareness programs against addiction, etc. The programs are organized on the occasion of National Festivals and other days of importance related to Universal Values and Ethics like Vijay Diwas, National Integration Day, World Aids Day, Women’s Day, World Environment Day etc.. Institute also organizes regular blood donation camps. These blood donation camps are organized in collaboration with local health department.The students of NSS/NCCand other volunteers of the College actively participate in Voters awareness program in collaboration with the District Coordinator and the Nodal Officer of Systematic Voter Education and Electoral Participation (SVEEP). Rallies were taken out in the town in which the students participated with banners in their hands and pronouncing slogans made by them to motivate people for their active participation in election as a voter Throughout the academic year different activities were carried out to promote registration and participation of the voters in the town of through the students and staff of the college. The college has also adopted a college under its Unnat Bharat Abhiyan. Various seminars and awareness drives are held in the village . The college has also organised workshops for farmers and local communities to sensitize them about water conservation as acute water shortage is a challenge faced by the local villagers in their everyday life.

 Obstacles faced and strategies adopted to overcome them:

Obstacles faced include inadequacy of resources. We arranged lots of awareness program but public shows less consideration.

Impact of the practice: NSS and NCC organizes lots of community engagement programs in the particular town and nearby villages which creates awareness about Drug abuses, Gender sensitivity, Cleanliness and Scarcity of Water etc. The practice promotes community feelings among the students and the staff of the college. It helps in promoting personality development, moral education and civic responsibility. The present scenario of the Indian politics has created much distrust and lack of confidence among the general public. It is imperative that the new voters understand that not casting the vote will only aggravate the negative scenario in the political arena, which will be harmful in the socio-economic development of the country. Hence there is a dire need that the Voter Awareness programs are encouraged in the colleges. Further the students also participate to encourage other voters in casting their votes in the election. With this goal the Government of India has launched Systematic Voter Education and Electoral Participation (SVEEP). This program involves students studying in the Higher Education Institutions in creating awareness about the Voting system and importance of Electoral participation.

 Resources required: Financial resources were arranged by the District Coordinator of SVEEP. The college is a Government institution so no separate fund is available for such programs.

(3)The Context:- Our college is situated in rural area. Most of the students belong to underprivileged classes. The aim of the college is  to give them a perfect platform to enhance their knowledge and qualities.

(4)The Practice:-In order to help the students to upgrade their learning process, the teachers and the students are encouraged to use ICT tools.  Teachers use different ICT tools like computer, Internet, interactive board, smart classrooms and Wi-Fi facilities. During the pandemic period use of ICT as a teaching tool is very useful and helpful in completing our task. A two day workshop was organised in the college in order to update teachers about using online platforms for teaching.Various tools and methods like ppt, you tube links, google classroom, were employed by the teachers and learners for learning and teaching.

(5)Evidence of success: The students have successfully learned the use of new technology for their needs. The success is evident in the exam results of the students.

(6)Problems encountered and resources required: A large number of students are from under privileged classes and hence cannot afford the new technology. Also since the students live in remote villages, net connectivity emerged as a major issue.

SSMMUSSS Government Post-Graduate College, Dwarahat, is a Government institution of Higher education that caters to the need of the students residing in the rural and semi-urban areas of the region. Apart from educating all and specially empowering women students who constitute almost 72% of the total strength of the college,the institute plays a major role in creating awareness amongst the students for improving the rural conditions as prevalent in the area. Generating awareness includes circulation of important messages relating to environment, sanitation, eradication of gender-bias, fostering a safe and secure atmosphere for women. Sensitization programmes are organized in regard to various diseases like AIDS andduring  Covid 19, the students were counseled for following Covid-protocol and maintaining proper isolation. With the help of local administration and health department, Covid vaccination camps were organised in the college.The students are counseled and mentored by their respective teachers in the face of problems coming their way due to poor financial condition or less exposure to modern education or way of thinking. By following and implementing various community- based programs and services that are guided and monitored by the NSS and NCC  units in the adjoining rural areas, the college has made every effort to imbibe its vision. The participation of youths belonging to rural background in extension and outreach programs sensitizes the energetic youth toward social issues. They learn about the critical significance of social issues which helps them in holistic development and integrated learning. Under “Ek Bharat, Shrestha Bharat” various socio-cultural programs are organized to instill the values of national integration, unity and feeling of oneness amongst students. As a part of the Unnat Bharat Abhiyan, the college has also adopted a nearby college and runs various campaigns to sensitize the villagers about various relevant issues. The college has also organised workshops and seminars regarding the conservation of water, an issue which the villagers face in their day to day life. A workshop for the farmers was also organised to sensitize them.

The norm of Flag- hoisting in the morning and singing National Anthem  before the start of classes and singing National Song at the culmination of college time, is to promote the feeling of honour and respect for our National symbols. The National festivals are celebrated every year with much enthusiasm and zeal that instills patriotism and a sense of pride for the Nation. These activities render value - based education through academic, cocurricular and extension services. The Extension activities include programs for sensitizing the masses towards environmental conservation viz, regular Tree-Plantation and Cleanliness-Drives.. This involves development of pro-environmental attitude, hence, initiating the pace towards fulfilling the vision of the college. The cadets of NCC wing participated in awareness-campaigns amidst pandemic and gave their service in maintaining order and discipline in-and- around the town. Blood-donation camps are organised by NCC and NSS wing of the College. In the Students’ Cultural & Sports Events organized annually, the Girl-students are encouraged to take active participation in maximum events to boost their self-confidence. Along with the regular teaching, the student-centric activities involve conduction of offline and Online co-curricular activities which are organized by the respective departments. These activities comprise celebration of NSS Day, Earth Day, World Ozone Day, Science Day etc. in which the students are provided with a platform to express themselves. A heavily disproportionate teacher-student ratio is a challenge yet efforts are made to resolve all the difficulties coming on the way of smooth functioning of the college. Lack of resources both human and infrastructural causes a set-back for achieving the much-sought goals.. The college has mobilized funds for infrastructural augmentation from State Government, RUSA Scheme and MLA Charity funds. More than fifty percent of the students are females, which is an important demographic feature of the college. With modest resources the college makes teaching and learning innovative and interactive by providing an access to distance learning, e-learning portals and computers with internet etc. The students excel in Sports & Athletics yet the college due to insufficient fund/ facilities fails to support them as per their expectations. The College bears an impact on the regions surrounding it by its academic orientation and extension services as organized by the NSS, Rovers Rangers & NCC units. There is a transparent mechanism of information dissemination starting from the time of admission to the issuance of the Final results. The college engenders multiculturalism as it has a mixed student population comprising students of different religious, socio-economic, culturalbackgrounds. Looking at its location  and a congenial teaching-learning environment, it can be concluded that the college would emerge to become an important destination for higher education especially to the students living in the vicinity of Dwarahat town.. The College can show excellence in quality-education as well as overall institutional development by getting the required budget and human resources. The college has shown positive changes since its establishment in academics and administration. It has achieved various milestones over the years.
